第七十三条 货物由承运人接收或者装船后，应托运人的要求，承运人应当签发提单。提单可以由承运人授权的人签发；由载货船舶的船长签发的，视为代表承运人签发。
第三十八条 为保障在船人员和船舶的安全，船长有权对在船上涉嫌进行违法犯罪活动的人员采取禁闭或者其他必要措施，并防止其隐匿、毁灭、伪造证据。
